What it does instead is 1) Auto-hides the Bookmarks Toolbar item labels, and 2) Restyles the Bookmarks toolbar, Home button, and the add-on Bookmarks Menu Tool Button (https://addons.mozilla.org/en-US/firefox/addon/7286) to look like tabs when placed on the tabstrip, integrating them more nicely.  To actually get them there in the first place, you'll have to customize your Firefox layout after installing TotalToolbar.
